The budget is the basic tool of government to fulfill its constitutional role, the Executive must be prepared and submitted to Congress, this will be the role of control not to govern. The opposition can be seen and put his comprehensive perspective on the use of public funds but may not attempt to develop its own budget because it is unthinkable that the executive can govern with the plan of government imposed by the opposition.
